Piccola sends a letter to Penn State University questioning the research findings published by Penn State meteorology professor Michael Mann._____________________________ From AP____________ STATE COLLEGE, Pa. - A Penn State professor and climate researcher said he welcomes scrutiny into leaked e-mails at the center of an international controversy over what's causing global warming after the university said it would look into the issue.
Hackers breached servers at a climate change research center in London two weeks ago, stealing thousands of e-mails and other documents and posting them on the Internet.
The correspondence covered more than a decade of communication between leading British and U.S. scientists, including Penn State meteorology professor Michael Mann. His research has been a target of criticism for years from skeptics of man-made global warming theories.
Penn State formed a committee this week to look into the matter after its College of Earth and Mineral Sciences, in which Mann works, announced in a statement last week that it would conduct an inquiry.
The statement called Mann a "highly regarded" faculty member whose work had been reviewed and deemed sound in a National Academy of Sciences report in 2006.
Some questions raised through leaked e-mails "may have been addressed already by the NAS investigation but others may not have been considered. The University is looking into this matter further, following a well defined policy used in such cases," the statement said.
'In support' of review
Mann said he welcomed the inquiry.
"They are just reviewing the facts and (looking) into whether there is any validity to the specious claims, in my view, that are being made," he said in a phone interview Wednesday night. "That's exactly what they should be doing, and I am fully in support of that."
The security breach at the Climatic Research Unit at the University of East Anglia leaked correspondence that critics have said proves scientists may have hidden evidence and overstated the case for man-made global warming.
The British university on Thursday said it also will investigate whether scientists fudged data on global warming. The unit's director stepped down earlier this week pending the result of the investigation.
Skeptics have long targeted Mann's research into what is known as the "hockey stick" theory, which suggests the past five decades had been the hottest in at least several centuries, and that man-made global warming was to blame.
Rep. James Sensenbrenner, R-Wis., singled out Mann at a Congressional hearing Wednesday, saying the 2006 NAS study showed Mann's hockey stick was incorrect and that his theory was discredited.
In testimony, John Holdren, President Obama's science adviser, responded the NAS had some issues with Mann's methods, but agreed with the results.
Reached Wednesday by The Associated Press, the chairman of the Academy of Science panel, Texas A and M University atmospheric scientist Gerald North, said that Holdren was right. North said the world would still be warming — and scientists still able to prove it — if Mann and others had done no prior research.
Mann was not asked to testify at the hearing, though he has previously appeared before Congress. He said he had not watched Wednesday's hearing, but read accounts online.
A 'teaching moment?'
Mann said he wasn't surprised by criticism during the hearing.
"I hope this provides a teaching moment, even though this whole affair is being used by climate-change deniers to try to attack the science," Mann said.
A Penn State spokeswoman said a committee formed this week formed to conduct the research "inquiry." School guidelines deem an inquiry as "information-gathering and preliminary fact-finding to determine whether an allegation or apparent instance of research misconduct" warrants a larger, formal investigation.
It is unclear how long the process could take. Research guidelines say the school is not obligated to release results unless they choose to notify research sponsors, but does not rule out a public release of findings.
"I've been working overtime to clarify the record. None of us like to have our personal e-mails shared," Mann said. "But there's nothing in there I'm ashamed of ... or any improper behavior."

The ground-floor cafeteria, a popular coffee and lunch spot for visitors to the statehouse and people who work there, was closed Thursday after state Department of Agriculture officials made an unannounced inspection.
"There were mouse droppings around the facility too numerous to mention," said Justin Fleming, a spokesman for the state Agriculture Department.
The droppings, which indicate the presence of live mice, are considered an imminent health risk, Fleming said. A leak that prevented the water in dishwashers from becoming hot enough to sterilize plates and utensils also was considered an imminent threat, he said.
The cafeteria had not been inspected for "at least a couple years," Fleming said.
Aramark Corp., the Philadelphia-based food service company that runs the cafeteria, voluntarily closed it at the request of state inspectors, which is common procedure, Fleming said.
An Aramark spokeswoman, Sarah Jarvis, said the problems were being corrected.
"Our priority is to ensure that the food served at the Capitol building is of the highest quality and prepared (in) the safest environment possible," she said. "We take all violations and suggestions very seriously" and promptly correct any problems.
Under its contract, Aramark pays the state a portion of its net revenue to lease and operate the cafeteria from June 2009 through May 2012. Based on past performance, the cafeteria generates more than $80,000 a year for the state, said Department of General Services spokesman Edward Myslewicz.
Urns of coffee were set up outside the cafeteria as the business day began Friday.
"Please enjoy a complimentary beverage," a sign read.
Just outside the cafeteria, a handful of workers sat in an eating area that is usually bustling.

HARRISBURG -- Gov. Ed Rendell on Thursday backed off his claim the FBI and U.S. Attorney's Office investigated the state gambling board's award of slot licenses in 2006 and found nothing.
His spokesman Gary Tuma said he needed to clarify Rendell's remarks, adding the governor was "not aware of any specific investigation" and only meant "law enforcement agencies kept an eye out" as the Pennsylvania Gaming Control Board awarded 11 slot licenses almost three years ago.
Rendell made the comments during a news conference Wednesday when asked about a Tribune-Review report that a state grand jury is investigating the award of casino licenses. Doug Harbach, a spokesman for the board, had said the agency gave Attorney General Tom Corbett's office documents and fully cooperated with investigators.
Rendell, a major booster of the slots bill to produce revenue for property tax cuts, staunchly defended the agency. He appoints three of its board's seven members.
"That (license award) has been looked at by every investigative agency in the United States of America," Rendell said. "This grand jury should get in line, because it's been looked at by the FBI and U.S. Attorney's offices and everybody under the sun. There was not any undue political influence; there was not any political influence. This has been investigated."
Rendell said gambling regulators awarded licenses "based on the quality of the applications."
Asked how Rendell knew about such investigations and whether anyone in his administration was subpoenaed, Tuma said yesterday that Rendell "didn't mean to suggest he was aware of any specific investigation." Tuma said Rendell only meant that "prosecuting agencies have paid attention all along."
Rendell is not aware of anyone being subpoenaed, Tuma said.
Kevin Harley, a spokesman for Corbett, said he could "neither confirm nor deny" the existence of an investigation.
The grand jury is looking at the award of licenses for Pittsburgh's casino to Detroit businessman Don Barden's PITG Gaming, no longer its majority owner; the Mt. Airy Casino project by Scranton businessman Louis DeNaples; MTR Gaming's Presque Isle Downs and Casino near Erie; and two Philadelphia casinos.
According to officials inside and outside the gambling agency, the investigation focuses on the award of licenses, not necessarily the applicants. The Rivers Casino in Pittsburgh, which opened in August, now is owned by an investment group headed by Chicago billionaire Neil Bluhm.
"I had never had any contact with (board members) on any license," Rendell said during the news conference.

Jennifer Lin of the Philly Inquirer reports today________ The faltering Foxwoods casino would get an extra year to be up and running under a provision tucked into a bill to add table games at Pennsylvania slots parlors.
Foxwoods faces a state-imposed deadline to have 1,500 slot machines operating by May 2011 on the Delaware riverfront in South Philadelphia. But the project partners have yet to present a plan for the casino's design or its financing.
While not mentioning Foxwoods by name, the provision - inserted into a 113-page amendment - could push back the deadline to May 2012.
The sponsor of the gaming-bill amendment is House Majority Leader Todd Eachus (D., Luzerne). His spokesman, Brett Marcy, said he did not know who had added the provision.
In practical terms, it would affect only Foxwoods.
Of 11 large slots parlors that received licenses from the state, the two in Philadelphia are not yet open: SugarHouse and Foxwoods.
SugarHouse broke ground along the Delaware in October; it expects to have 1,800 slot machines in operation next year.
Foxwoods sought, and was granted, a two-year extension by the Pennsylvania Gaming Control Board in August. The provision would allow for a three-year extension.
Foxwoods spokesman and attorney Stephen A. Cozen did not return phone calls or respond to an e-mail seeking comment.
Paul Boni, an anti-gaming activist with Casino-Free Philadelphia, called the proposal a "bailout" for Foxwoods.
Foxwoods has until Dec. 1 to present architectural drawings of its casino to the gaming control board. Last month, the partners informed the board that they were running into problems raising money for the project and might have to build a temporary casino to meet the state's 2011 deadline.
Gov. Rendell recently said such a structure would face resistance from the gaming board.
The idea of another extension for Foxwoods, however, ruffled several legislators.
Sen. Larry Farnese, a Philadelphia Democrat whose district includes the Foxwoods site on Columbus Boulevard in South Philadelphia, said the developers had not demonstrated that they could finish the project.
"They've done nothing but ask for more time," Farnese said.
Rep. Curt Schroder of Chester County, the Republican chairman of the House gaming oversight committee, said he would rather see the gaming board "start from scratch" and put the license out to bid again, instead of changing the gaming law to give Foxwoods more time.
"I see no reason to continue giving favored treatment to these companies," Schroder said.
The provision is part of an overall House amendment to a Senate bill to allow casinos to have table games. Rendell is depending on new revenue from games such as roulette, blackjack, and poker to balance the state's budget.
Marcy said the amendment currently being worked on in the House included input from the Republican and Democratic caucuses in the House and Senate.
The overall amendment, as well as the Senate version of the gaming bill, must be approved by the House before being returned to the Senate for a vote.
In December 2006, a group including the charitable interests of local entrepreneurs Lewis Katz, Ron Rubin, and Ed Snider won a slots license for the city of Philadelphia. Last year, facing political and community opposition, that group proposed relocating the project to Center City, but the gaming board forced it back to the South Philadelphia waterfront in August.
Rep. Michael O'Brien (D., Phila.) said the Pennsylvania legislature approved gambling in 2004 to raise revenue for the state and should not deviate from that mandate by giving Foxwoods even more of an extension.
"If there was a time we needed revenue, it's now," O'Brien said. "Foxwoods has been dormant. Is it a viable entity producing revenue for the commonwealth? If it's not, shouldn't we cut away the dead wood?"
