In what could be a Guinness World Record, the Harrisburg Elected Board of School Directors passes in 79 seconds a 2009-2010 operating budget of 147,432,424 dollars, watch as Pres Christ reads that the Board of School Directors has been directed by the Board Of Control to approve the levy taxes for the 2009-2010 school year, and note Randy King seconds the motion and to approve the levy and says"as we have been directed". Its important to note that the Board of Control has no power to direct the elected board to do anything, the issue was settled by an opinion handed down by Commonwealth Judge Renee Cohn Jubelirer, Judge Jubelirer overturned Judge Clark's decision on appeal,it was Clark who ruled that the Board of Control had the power to "Direct"the elected board to pass tax levies.
