David Dodd developer of the failed Capitol View project was charged with 11 criminal counts by the U.S. Department of Justice, Dodd faces up to 160 years and $5 million in fines, Dodd was charged with six counts of theft of federal funds, two counts of money laundering,making false statements in connection with a loan application, and bank fraud.
