Archive video from November 12, 2006 - Mayor Steve Reed presents testimony to city council on his proposed $14 million TRAN (tax revenue anticipation note) council amended the request and eventually approved a $7 million TRAN. It was during the years 2006-2007 that council started rejecting Mayor Reed's requests of elaborate financing schemes leading to his primary loss to Linda Thompson in 2009.
