Harrisburg parking authority solicitor Timothy Anderson appears before city council to detail the proposed lease extension for the land located beneath the Walnut, Fifth and Chestnut garages, the parking authority is offering an up front payment of $7.5 million to help the city can make payroll and pay vendors through 2011.
