Reed had lost control of the Harrisburg Authority board, his takeover of the Harrisburg School District was proving to be a complete failure, and many of his key allies ( Jeff Foreman, Mike Veon, Rezidan Moore, Brett Cott, Eric Buxton, Mike Manzo, and Bill DeWeese) were being investigated in the Bonusgate scandal.
