Before Senate Bill 1450 was actually submitted, James Roxbury interviewed Senator Jeff Piccola on his legislation to address fiscally distressed school districts in Pennsylvania.

Piccola discusses the process of "triggers" that would put in place a Chief Financial Officer, a management team, and in the extreme case, a receiver.
