On Wednesday, March 21st, Federal Judge John E. Jones heard testimony from various witnesses on the right for three City of Harrisburg citizens to have Standing in the Federal Court to challenge the constitutionality of Harrisburg's Receivership.

The Receiver, David Unkovic, was called to the stand to answer questions asked by Plaintiffs' co-counsel Neil Grover, Esquire. When Grover laid out a series of query about the powers of the Office of the Receiver, Unkovic became increasingly impassioned as he explained his authority, defended his position, and touched upon what he's dealing with.

"The City is where it's at because of a series of deals and schemes and scams that are huge...and huge numbers."

His testimony culminated in fervent expression as he laid out his intentions and goals, "I want City officials to run this City and they haven't been in a long time!" Slamming his fist, "I resent being...." at which point Unkovic was stopped by the Judge. After the hearing, Unkovic discussed his passion on the stand, "The reason I was more impassioned today is the fiscal crisis of the City, it really is dramatic."

Judge Jones has issued a briefing schedule of two weeks after which he will give his ruling on whether the Plaintiffs have a right to a hearing.--Tara Leo Auchey
