This is video of the March 20, 2012 of the Dauphin County Industrial Authority (DCIDA) Board.

The DCIDA is the administrator of local share share gaming dollars. Thus, after the County Commissioners approve a share, the DCIDA directs the distribution of the funds.

On February 29th, the Commissioners unanimously voted to allocate $145,000 in Unrestricted Gaming Funds to Dauphin County's Department of Community & Economic Development (DCED) for "the promotion of tourism and economic development.

" Through a series of Right-to-Knows, it was discovered the $145,000 was divided amongst four entities:

Clark Resources; the Harrisburg Stampede; the City Islanders; and the Harrisburg Young Professionals.

Since this information was not known by this March 20th DCIDA Board meeting, James Roxbury asks the Board and its solicitor, Mark Stewart of Eckert Seamans, for an explanation on how the $145,000 would be distributed and who would approve it.

After a bit of vague explanation by Stewart, (who erroneously says there is no Dauphin County DCED Board), Skip Memmi, Executive Director of DCED, ends the line of questioning by telling Roxbury the Right-to-Knows he's waiting on will "explain it all."

However, what the documents did't reveal nor did the Board, solicitor, or executive director ever answer is who approved the spending of the $145,000 to those four entities?--Tara Leo Auchey
