Harrisburg City Council members vote on hiring attorney Mark Schwartz to represent council in the Mandamus filed Tuesday by DCED and the Receiver of the City of Harrisburg. The final vote was 3-2 but a four vote quorum was required so Resolution 23-2012 failed.
