Part III: The third part in our series on the City of Harrisburg's U.S. Department of Housing & Urban Development (HUD) program. This report and commentary presents a critical point-of-view of the City's challenges in implementing the Community Development Block Grants (CDBG) aspect of the overall federal program. There has been an almost one year delay in distributing the funds for last year's City Council-approved projects designed to aid the City's poorest residents and neighborhoods.
