The Senate Local Government committee passed SB 901 and SB 902 by unanimous votes Wednesday.

SB 901 amends the Local Government Unit Debt Act. The concepts in the bill come from Committee Hearings that examined Harrisburg's financial situation and the creative means employed to circumvent debt limits.

Simply stated, the bill would empower the Department of Community and Economic Development (DCED) to establish a review process before debt is incurred. It would prohibit municipalities from charging fees to guarantee the debt of other municipalities, and it would limit the ability of municipalities to provide unlimited guarantees of other entities' debts.

Archive video: Senator Eichelberger is asked about the possibility of perjury during hearings held on the Harrisburg Incinerator and Harrisburg Authority financing deals. "We feel that there was probably perjury committed at the hearing".

Report from Financial Advisor - Jay Wenger, Susquehanna Group Advisors on the Authority acting as a conduit entity for the $74-$75 million construction financing project at the Tel Hai Retirement Community center in Chester County. "We see it as a project that from the authorities perspective as a conduit entity certainly is a low risk proposition."
