Harrisburg, PA –Senator John H. Eichelberger, Jr. (R-Blair) announced that the Senate Local Government Committee will hold a hearing at the State Capitol on April 10th to receive testimony on proposed improvements to Pennsylvania’s Municipal Financial Recovery Act, commonly known as Act 47 of 1987.

As a result of public hearings in late 2011, and the continued issues with the Act 47 process in general, the Local Government Commission decided in late 2012 to form a task force to undertake a comprehensive review of Act 47. Senate Bill 1157, to be discussed at the hearing, is the result of that task force. Expected to testify are representatives from the Commission, local government associations, labor, former/current Act 47 coordinators, and the department of Community and Economic Development. Also presenting testimony will be a senior researcher from The Pew Charitable Trusts to discuss Pennsylvania’s program and proposed changes in comparison to similar around the country.
