ORDINANCES FOR FIRST READING

•Bill 3-2016- An Ordinance of the City of Harrisburg, Dauphin County, Commonwealth of Pennsylvania, electing to amend its Firefighter Pension Plan administered by the Pennsylvania Municipal Retirement System pursuant to Article IV of the Pennsylvania Municipal Retirement Law; agreeing to be bound by all provisions of the Pennsylvania Municipal Retirement Law as amended and as applicable to Member Municipalities.

•Bill 4-2016 – An Ordinance amending Chapter 3-330 General Offenses, by adding Section 373 providing for the assessment of a fine for the possession of small amounts of cannabis in the City of Harrisburg under certain terms and conditions.

•Bill 5-2016 - An ordinance vacating and striking from the Official Map of the City of Harrisburg a portion of South 20th Street (between Sycamore and Pemberton Streets) pursuant to Chapter 3 109 of the Codified Ordinances of the City of Harrisburg.

•Bill 6-2016 - An Ordinance amending Title 5 of the Codified Ordinances of the City of Harrisburg, Licensing and Taxation Code, authorizing an increase of a Local Services Tax for the 2016 tax year and thereafter; reaffirming the elimination of the City of Harrisburg's Emergency and Municipal Services Tax; and authorizing City officials to implement this Ordinance.

•Bill 7-2016 – An Ordinance to technically amend and update Section 2-307.7 of Codified Ordinances of the City relating to Personnel to include salary ranges of pay for non-represented exempt management positions within the City of Harrisburg for the 2016 budget year.

•Bill 8-2016 – An Ordinance to amend the Title 3, Chapter 3-301, Citizen Complaints, of the Codified Ordinances of the City of Harrisburg, to update the procedure related to the City of Harrisburg Citizen Complaint process in an effort to make the process more accessible and thereby more inclusive.

ORDINANCES FOR AMENDMENT

•Bill 1-2016 – An Ordinance establishing the budget for the Municipal Government of the City of Harrisburg for the year Two Thousand Sixteen (2016).

•Bill 2-2016 - An Ordinance amending the Codified Ordinances of the City of Harrisburg, Title V, Licensing and Taxation, Part V, Real Estate Taxes, Chapter 5-501, Property Tax, by establishing for the year Two Thousand Sixteen (2016) a tax levy on land and improvements and providing for the distribution of taxes levied and assessed and providing for a tax rebate for the difference between the tax due and attributable to the year Two Thousand Sixteen (2016) tax levy over the tax due and attributable to the year Two Thousand Six (2006) tax levy for qualifying senior citizens.

RESOLUTIONS

•Resolution 1-2016 - A Resolution appointing Mr. Bill MacAvoy to serve on the Building and Housing Code Board of Appeals of the City of Harrisburg.

•Resolution 5-2016 – A Resolution approving the Preliminary/Final Land Development Plan and Lot Consolidation Plan submitted by Scott Sosso of Harrisburg Properties Associates to consolidate six lots at 838 South 20th Street, 825 Hudson Street, 835 Hudson Street, 840 Hudson Street, and 851 South 19th Street and develop an approximately 15,000 square foot adult daycare facility on site.

•Resolution 6-2016 - A Resolution accepting the first annual report of the roll forward of encumbered 2015 budget commitments.

•Resolution 7-2016 – A Resolution amending the Rules of Council for the Harrisburg City Council.

•Resolution 8-2016 – A Resolution ratifying the submission of a grant application to the Commonwealth's Department of Transportation for the purpose of improving the Riverwalk Slab and Steps in Riverfront Park.

•Resolution 9-2016 – The Resolution ratifying the submission of a grant application to the Commonwealth's Department of Transportation for the purpose of improving the sidewalk system and providing safer, ADA-compliant pedestrian crossings on Herr Street between Cameron Street and North 15th Street.

•Resolution 10-2016 - A Resolution ratifying the submission of an Application to the Pennsylvania Department of Transportation requesting a Multimodal Transportation Fund grant of $6,710,000.00 to improve vehicular, transit, pedestrian and bicycle movements north of the Capitol Complex and address several transportation related safety issues.

•Resolution 11-2016 – A Resolution ratifying an Animal Protective Services Agreement with the Humane Society of Harrisburg Area to provide services for the City’s Animal Control Program.

•Resolution 12-2016 - A Resolution ratifying the submission of a grant application to the Federal Emergency Management Agency for the purpose of purchasing hose nozzles and computer tablets for the Bureau of Fire.

•Resolution 13-2016 - A Resolution authorizing an application to Impact Harrisburg to fund up to Three Million Dollars ($3,000,000) for the City of Harrisburg Multimodal Transportation Project.

•Resolution 14-2016 – A Resolution appointing Rev. Donrico E. Colden to the Harrisburg Housing Authority.

•Resolution 15-2016 – A Resolution approving a professional services contract with Wallace Montgomery & Associates, LLP, a design professional to perform engineering for the Third Street Multimodal Project Phase 1b.

•Resolution 16-2016 – A Resolution approving a professional services contract with Trout, Ebersole & Groff, LLP, CPAs and Business Advisors, to conduct a reconciliation of the City’s Workers’ Compensation Liability, Compensated Absences Liability, Post-Employment Benefit Obligations, Disposal Receivable, And Sanitation Receivable accounts.
