Torres Executive Director of the Harrisburg Authority outlines debt payments made in 2009, the Authority has dipped into it's reserve fund to the tune of over $5 million and relied on the City $3 million and County $775K to over it's debt obligations, Torres goes onto explain why the Authority will default on the Dec 1st payment of $10.9 million.
