Harrisburg Council member Wanda Williams questions the $20K line item for appraisals and goes on to call it "another conflict of interest" after Phil Harper admits the work is being preformed by RSR, the company is headed by Greg Rothman who sat on the board of Mayor Linda Thompson's non profit Loveship, Rothman his father William Rothman and the company RSR have contributed thousands of dollars to Thompson's campaign committee.
