Harrisburg Parking Authority members vote down a request by Harrisburg University to ask bondholders to take a "haircut" and reduce the existing debt owed by Harrisburg University related to the parking garage/university property located on Market Street so that the parking garage/condo area of the building could be sold to Dauphin County.
