Harrisburg city council members question Rich Kotz executive director of the Harrisburg Parking Authority on the lawsuit against Harrisburg University, HPA agreed to settle the lawsuit and borrowed $625,000 at 10.75% for 15 years, the total cost of the loan is $1,329,117.53 SERIES U-3 0F 2011 (Convertible to Tax-Exempt with Legal Opinion) schedule assumes a 10.75% interest rate for entire term
