Commonwealth court judge James R. Kelley appointed David Unkovic as Receiver for the City of Harrisburg.

"Upon consideration of the putative Receiver's credible testimony, the Court is convinced Mr. Unkovic meets the statuary qualifications and that there are no demonstrable conflicts which would prevent Mr. Unkovic from preforming his fiduciary duties in the best interest of the City and the Commonwealth."
