Harrisburg Receiver David Unkovic is asked about the fact that Covanta Energy, who currently operates the Harrisburg Incinerator, has "right of first refusal" in regard to the sale of the Incinerator. Any offer to buy the Incinerator, must be offered to and refused by Covanta before a deal can be made with another company.

Covanta holds the option until December 31, 2012. There are currently five companies interested in purchasing the Incinerator.
