After Mayor Linda Thompson urges City Council to move forward with the implementation of the Recovery Plan, including the hiring of a Communications Director, Office of the Governor representative David Black inquires about the process of implementing the Plan "outside normal processes," i.e. if City Council does not pass the initiatives.
