During the City of Harrisburg Department Budget reviews in September, Deputy Director of Codes David Patton stressed the need to purchase pepper spray for the safety of the City's Code Enforcement Officers.

Patton said he has been trying since 2007 to get a budget line item for pepper spray. Will 2013 be the year?
