The Harrisburg Authority held a special meeting Friday afternoon to approve a settlement agreement with suburban communities related to claims of overcharging by the city of Harrisburg, the agreement is part of the Harrisburg Strong Plan and was was recorded in commonwealth court late Friday afternoon.
