Harrisburg Attorney Neil Grover Bills City More Than $220k Over 17 Months

The following document was obtained through a right-to-know request from the City of Harrisburg.

A few weeks ago we requested any and all information associated with expenses incurred by Harrisburg City Council to obtain legal advice and representation.

The City of Harrisburg has been billed $221,680 dollars by Neil A. Grover. The services described in our response include Legal Representation, Advice and Counsel in Matters of Receivership, Act 47 and the Harrisburg Strong plan. These fees also cover costs associated with Special Counsel to and for the City Council of Harrisburg and its Members.

Attorney Grover has been named as the Solicitor for the City of Harrisburg but has not yet been confirmed by City Council.

The following PDF file outlines the dates of service, a description of the services rendered and the amounts billed.

From July 23, 2012 through December 31, 2012 Grover billed the City for a total of 771.95 Hours at $85 dollars per hour. There were 1836.05 hours billed in 2013 at the same hourly rate.

It is important to note the last page of the billing statement. Grover provided these services at a substantial discount to the City.

The Federal EAJA Rate for 2068 hours worked currently stands at 187.50 dollars per hour and Attorney Grover's professional rate for the same amount of time is $300 dollars per hour. The fees incurred by the city come at a discount of roughly $400,000 dollars.

It is also important to note that Lee E. Morrison and Bruce Grossman assisted in legal strategy Neil Grover will be responsible to make payment to these attorneys at the same discounted rate.
