3.20 Parking Enforcement For the annual fee of $210,000 HPP will be granted the policing powers of the on street parking violations including the right to ticket,boot, and tow. HPP will have the ability to set the parking fines to whatever and however it deems fit.The city will be mandated to assist HPP in the implementation of all fines ,fees, and penalties.
