Harrisburg Authority member Bill Cluck drops a bombshell, Cluck states that at the December 30, 2004 closing of the $125 million incinerator retrofit project the draft contract had a provision for a performance bond, in May of 2004 when the contract was finalized the provision for the performance bond was taken out, Cluck explains that Barlow was not able to get a performance bond and that Mayor Reed make the decision to move forward without the bond.
