Harrisburg Receiver David Unkovic explains his use of the word "corruption" during his testimony in Federal Court last week. At the time, Unkovic was questioned by attorney Neil Grover in court proceedings brought by three city residents questioning the legality of the state to appoint a receiver to the city of Harrisburg.
