Recently, it was discovered that for years under the Reed Administration, not only were suburban municipal water and sewer users overcharged millions of dollars of "administrative fees," but also from 2006-2010, $34 million was illegitimately transferred from the Sewer Trust Fund into the City's General Fund to help balance the budget each year.--Tara Leo Auchey
