The Harrisburg City Council vote on guaranteeing the Harrisburg Incinerator financing. With a vote of 6-1, City Council agreed to guarantee the full amount of two notes---Series C of 2007 $20,964,000 and Series D of 2007 $9,036,000 totaling $30,000,000.
The money was primarily borrowed for debt service payments and SWAP payments associated with the 2003 Incinerator retrofit borrowing. A total of $615,883.98 was paid in bond counsel fees. A total of $407,410 in financial advisor fees.
The notes were deemed by several residents of the City of Harrisburg as toxic based the due date of December 15, 2010. The Resolution was moved by then-Chair of Public Works Committee Linda Thompson, and the single dissenting vote was cast by Dan Miller.
Also during this meeting, City Council voted 6-1 to raise residential refuse rates from $58 a year to $232 a year to support the borrowing plan.---Tara Leo Auchey
