During the July 23rd Rotary Club of Harrisburg luncheon, Harrisburg Receiver William Lynch responds to questions from the audience about the City's debt problems. Lynch declares that solutions to the fiscal crisis will be had through negotiations with local bargaining units and creditors. However, he states the issue with the current state of negotiations from the City's point-of-view is "We don't know exactly what we need." In terms of Harrisburg's structural deficit, Lynch asserts it will be necessary to develop regional partnerships. "Those kinds of things, I think, are possible and they have not been explored in great detail." ---Tara Leo Auchey
