(Part 2) The City's Director of Finance Bob Kroboth discusses the impact of the Receiver's order to the City of Harrisburg not to make an excess of transfers from the water and sewer funds to pad the general fund as had habitually been done in the past. Because these transfers cannot take place, the Thompson Administration is projecting a $798,000 shortfall from the water fund and a $6.5 million shortfall from the sewer fund. The City is still in the process of negotiating with surrounding suburban municipalities who claim that they are owed a return of overcharged administrative service fees. Kroboth stated, "We are hopeful that some sort of an amicable arrangement can be worked out with the outside municipalities who are concerned about this situation." How much is owed? The Director of Finance doesn't know offhand and the City's COO hesitates to publicize a number since litigation is ongoing.---Tara Leo Auchey
