Death investigation. Date / Time: 11-19-2012 at about 0015 hrs.

Location: Uptown area – not specified

Investigating Officer: Det. Donald Heffner . Victim Mikkia Dudley-Jackson, 25, from Uptown Harrisburg.

Suspect: Anthony Parker, 39, 3200 block of N. 3rd St.

Charges: Involuntary Manslaughter Possession with Intent to Deliver PCP Possession of Drug Paraphernalia Endangering Welfare of Child Tampering with Evidence

Narrative:

On 11-19-2012 at about 0015 hrs. patrol officers were dispatched to the Police Bureau a report of a deceased woman in car. The car was driven by a 39 year old City man. The deceased person was identified as a 25 year old City woman. The man reported that he, the deceased woman and a 15 year old City girl went to New York City for the weekend. On their way home they stopped at a car wash in the Uptown area to clean out their rental vehicle. That’s when the man noticed that the woman was dead. She apparently experienced some sort of episode and died while in the back seat of the car. The man didn’t know what to do so he drove to the police station.

An autopsy will be preformed to hopefully determine the cause of death.

Det. Heffner, Cpl. Olivera and a team of detectives worked through the night and into the evening investigating the incident. They learned that Parker, Mikkia Dudley-Jackson, and 15 year old City girl used a rental car to go to New York City to buy a quantity of PCP with a plan to sell the drug in Harrisburg. They bought about 1.5 ounces of the liquid drug which was contained in a small bottle.

Ms. Dudley-Jackson wrapped the bottle in a condom and secreted it in her vagina to avoid detection in the event of police intervention. Sometime during the ride back to Harrisburg the bottle apparently leaked and the PCP soaked through the condom and was absorbed into Ms. Dudley-Jackson’s system resulting in her death. Parker had the teenager assist him in recovering and disposing of the PCP and related items. They tried to clean up the car but didn’t know what to do with Ms. Dudley-Jackson. They decided to try to do the proper thing and took her to the City Police Bureau. Ms. Dudley-Jackson was apparently dead for a period of time before being taken to the police.
