Type of Incident: Burglary.
. Date / Time: 12-22-2012 at about 2250 hrs . . Location: Broad Street Market, 1233 N. 3rd St. . Investigating Officer: Patrol Division.
. Victim R/S/A: Historic Harrisburg Association / Broad Street Market. . Suspect: Richard Green, black male, 43, 2400 block of Jefferson St.
. Charges: Burglary Resisting Arrest Escape Possession of Instruments of Crime.
. Narrative: On 12-22-2012 at about 2250 hrs. patrol officers were dispatched to the Broad Street Market on a report of a burglary in progress. A witness reported seeing a man dressed in dark clothing climb into the Market through a window. The officers set up a perimeter and an officer with a K-9 partner was summoned. The K-9 was released in the building after several commands to surrender were shouted into the building. Almost immediately Richard Green forced his way outside by kicking open a side door. Officers ordered him to stop and surrender but Green ran off. Several officers chased him in the neighborhood. A private citizen saw what was going on and as Green tried to scale a fence near the citizen’s residence, the citizen tackled him. The officers continued to order him to stop resisting. A taser had to be used on Green to get him handcuffed. He had a mask, flashlight, gloves, and a two-way radio in his pockets. It appeared that Green had an accomplice but that person was not located.
