Michael Stephan Gelsinger, White Male 23 has been charged with Homicide, Criminal Attempt Homicide, Person Not to Possess a Firearm, Carrying Firearm without a License, PWI-Crack, Paraphernalia, Parole Detainer, Recklessly Endangering 3 cts.

Joseph Payne-Casiano, Black Male 27 has been charged with Hindering Apprehension, Parole Detainer

Justin Baxter, Black Male 27 has been charged with Public Drunkenness, Simple Assault-Physical Menace 2 cts, Carrying a Firearm without a License, Persons Not to Possess a Firearm.

Narrative of incident:

12/6/13 Harrisburg Police officers were dispatched to the area of the 1600 block of Thompson Street for a report of a shooting. Upon arrival in the area officers located the victim on a porch with an apparent gunshot wound to the abdomen.

As the investigation continued, officers learned just prior to the shooting there was an altercation between a males in-front of a residence on the block. Multiple shots were exchanged and the victim was struck.

The female was pronounced deceased at a local hospital. Detectives arrived on scene and began their investigation.
