On October 24, 2012 photographer Natalie Cake and I walked into a 10am meeting between employees, management, & board members of the Harrisburg Parking Authority & the Office of the Receiver.
It didn't take long to figure out that this wasn't a public meeting but a private discussion between the Authority and Receiver William Lynch and financial advisor Steven Goldfield.
After a moment or to it was agreed that we would be allowed to record the entire event, and we did.
The only request made was of not publishing information concerning negotiations between the office of the receiver and creditors, we were asked to refrain from publishing said material until if and when the deal closed and the final court order signed by Judge Leadbetter was in place.

Receiver General William Lynch and the Receiver's financial advisor, Steven Goldfield, met with various employees of the Harrisburg Parking Authority (HPA) to discuss the impending lease of the City's parking system to Harrisburg First, LLC.On
With the intention of informing the HPA staff about the process and procedure the Office of the Receiver is engaging in to monetize the City's most valuable asset, Lynch and Goldfield explained several details of the endeavor including elements of negotiation, timelines, and ultimate goals.
