Harrisburg Authority Board member Bill Cluck questions Public Works director Ernie Hoch about the temporary dog shelter set up on the grounds of the Resource Recovery Facility (Incinerator). The temporary shelter was set up due to the inability of the Thompson Administration to work out a contract with the Harrisburg Humane Society.
