Speaking to the Rotary Club of Harrisburg during a March 19th luncheon, Harrisburg Receiver Unkovic explains how the City used money from the sewer and water funds to shore up the general operating budget. Six municipalities filed court action claiming Harrisburg misappropriated more than $34 million from the water and sewer funds. In February, the Receiver ordered a stop to transfers from the utility funds to Harrisburg's General Fund. He predicts a $6 million a year deficit with the stoppage of these transfers. Unkovic declared, "There's things that just haven't been done the right way for a long time."
