Harrisburg Authority Board member Bill Cluck comments on the how Dauphin County Commissioners allocate Unrestricted Gaming Funds. Calling for reform on how the money is distributed, he declares,

"That money needs to come to the City of Harrisburg, so we can save the region."

Per the statute, County Commissioners have full discretion on how Unrestricted Gaming Funds are portioned out. Projects that have received Unrestricted Gaming Funds include

"One on One With Fred Clark" television show (aired in Red Lion), the Solar Farm, and $3.7 million in loans to Harrisburg University, $1.5 million of which paid the University's defaulted March 1, 2012 bond payment.
