It's Representative Rapp's intention to eliminate what she refers to as the "forced unionism" of public school employees.

Using strong language such as "leaching," "hostage," and "Anti-American, Anti-Freedom," Rapp says the current situation gives "unelected union bosses" power over "elected citizen school boards."

She doesn't leave Governor Corbett out of her critique pointing at him for not supporting strongly enough Right to Work legislation.
