Independent candidate for Harrisburg City Controller Jennifer Smallwood appeared in court Tuesday to defend a challenge to her Nomination Paper, the suit was filed by attorney Karen Balaban on behalf of Harrisburg resident Paul N. Thompson.

The hearing lasted less than 30 minutes with Smallwood explaining to Judge Coates that she did not have legal counsel and she was prepared to act in her own self defense, Smallwood took the stand and read a statement claiming that section "C" (Committee to Fill Vacancies,) of the Nomination Paper was: misleading, confusing, and ambiguous, Smallwood also stated that the Bureau of Elections provided no instructions for filing out the nomination paper and that she was running as a person and not a committee.
